Perry Addo-Quaye - External Director
Perry Addo-Quaye, is a visionary technology and payments executive with 25+ years of progressive leadership across Africa, the Middle East, and Europe. His expertise spans digital payments, IT strategy, card systems, and fintech innovation—anchored by a rare combination of deep technical acumen and business foresight.
He has spearheaded the design and implementation of large-scale payment infrastructures and has led strategic transformation initiatives for multinational banks, fintech startups, and regulatory entities. Most recently, Perry served as Regional President and Managing Director for Ghana, Liberia, Sierra Leone, and Gambia across several international card and payment companies, overseeing business portfolios exceeding $20 million.
Beginning his career as an IT engineer, Perry built a strong foundation in systems architecture and cybersecurity before ascending into regional leadership roles that bridged technology with enterprise growth. He holds a Master of Science in IT Consultancy from London Metropolitan University, UK, and a Bachelor of Science in Computing from the University of Greenwich, UK.

Major Davison Mensah-Kabu - External Director
Major Davison Mensah-Kabu is a professional software engineer and seasoned technology strategist with nearly two decades of experience across the defence, fintech and cybersecurity sectors. He currently serves with the Ghana Armed Forces’ Directorate of Information Technology, where he has led transformative digital initiatives, including the deployment of military-grade recruitment, payroll and integrated workflow management systems. His expertise spans the design and implementation of secure, scalable digital platforms, blockchain solutions and regulatory compliance systems, positioning him as a driving force in aligning IT innovation with institutional goals.
Prior to taking a full-time role with the Ghana Armed Forces, Major Davison Mensah-Kabu co-founded TrybeNet Limited (TrybeNet), where he led the development of bespoke software solutions for government and financial/FinTech agencies. Notable among these are public-facing e-recruitment portals for national security agencies, the Prisons Service Inmates Management System and the deployment of secure rails to connect global Money Transfer Operators (MTOs) through remittance aggregation APIs into domestic mobile money (MNO) wallets. His deep involvement in identity verification systems, AML/KYC/DD systems and AI-driven automation tools reflects his commitment to advancing digital financial infrastructure in Ghana.
Academically, Major Mensah-Kabu holds a BSc in Computer Science and postgraduate qualifications in Cyber Defence and Management Information Systems. He is a certified Project Management Professional (PMP), AWS Solutions Architect and Certified ScrumMaster. He is also an alumnus of the Ghana Armed Forces Command and Staff College and a member of the Ghana Institute of ICT Professionals (IIP-GH). His blend of military discipline, software innovation and cybersecurity acumen makes him a valuable addition to the GhIPSS Board, bringing a unique perspective on digital resilience, regulatory technology and inclusive financial transformation.

Gillian S. Slater - External Director
Gillian Slater is a seasoned financial professional with 30+ years of experience obtained in several multinational organizations, all of which are recognised leaders in their own business sectors. Her finance working experience is international and spans three continents – Europe, USA and Africa. It is also distinctively diversified and includes several business sectors such as telecommunications, hospitality, logistics, construction, FMCG, banking, consulting and Oil and Gas. Aside from Finance, Gillian also has a strong audit and accounting background and has held Controller and Head of Finance and Accounting positions in several organizations globally. Among her previous positions held are Director, Financial Planning and Analysis for Marriott International (USA), Director Capital Planning and Analysis for US Foodservice (USA), Technology Controller, Financial Controller and Head of Finance Decision Support all for Vodafone Ghana and, CFO of UT Holdings, CFO of UT Bank and Director of Finance and SCM for Tullow Oil Ghana.
Some of Gillian’s key accomplishments include the lead role in the due diligence process and valuation of the entire franchise business of a leading Asian hotel chain, leading to $1 billion acquisition of the chain by Marriott International. She led the development of a capital long range planning process for the second largest US Logistics organization; US Foodservice, thereby assisting them to formulate a new strategic direction for $1.6 billion planned capital expenditure. Gillian led and singlehandedly valued the largest telecom subcontract deal worth over $80M for Vodafone Ghana and was closely involved in the selection and negotiation processes of the deal. Gillian has been critically involved in a number of successful rationalization, growth and turnaround strategies for several organizations. Gillian joined UT Bank as part of the turnaround team which engineered and proposed the split of the distressed bank into a good bank, bad bank structure. She was responsible for directing the turnaround of Tullow Ghana Finance. She stepped up the team and spearheaded the audit finance enhancement project which was a total transformation project to bring Tullow Ghana Finance performance to a much higher standard and delivery. Gillian provided leadership and steer for Tullow Ghana’s Supply Chain Management team where she also led change management and improved government working relationships.
Gillian has held consulting positions as subject matter expertise with the Big 4 Accounting firms locally and with other international organizations.
She is Board Chairman for Services Integrity Savings and Loans, a board member for First Atlantic Brokerage and previously was also the Board Chairman for the University of Ghana Enterprise Limited, as well as a member of their investment committee. She holds a combined degree in French and Linguistics from the University of Ghana, Legon, holds an ACCA certification and did her MBA studies at the University of Westminster, UK.

Roma Lokko - Board Secretary
Roma Lokko is a seasoned legal practitioner with over a decade of experience spanning private legal practice, banking, and telecommunications. Her expertise covers corporate law and ethics, international finance, compliance, and corporate governance.
She began her legal career at LithurBrew & Company, rising from intern to Associate and advising high-net-worth individuals and corporate clients both locally and internationally. She went on to serve in key legal and governance roles at UMB Capital and Universal Merchant Bank, and later joined MTN Ghana as Manager, Company Secretariat.
Roma currently heads the Legal & Compliance Unit at GhIPSS and serves as Board Secretary, providing strategic legal counsel and ensuring sound governance and regulatory compliance.
She holds a BA in Philosophy and Theatre Arts and an LLB from the University of Ghana, and an LLM (with distinction) in Corporate and Commercial Law from Queen Mary University of London. Roma was called to the Ghana Bar in 2012 and is a member of the Ghana Bar Association. She also serves on the Clearing House Arbitration Committee and the Legal Working Group of the Payment Systems Advisory Council.
Known for her independence, precision, and results-driven approach, Roma is also a strong team player with excellent communication and analytical skills.
