Archie Hesse - Chief Executive Officer
Archie Hesse is the Chief Executive Officer, Ghana Interbank Payment and Settlement Systems (GhIPSS) Limited – a wholly owned subsidiary of the Central Bank with the mandate to transform Ghana into an electronic payments society.
Archie is credited with the transformation of GhIPSS into a self-sustaining and industry transforming organization since becoming CEO in 2012.
Until his appointment as CEO in 2012, Archie served as the General Manager, Projects and Business Development, where he led the implementation of a number of digital infrastructure to digitize payments and promote digital financial inclusion such as the National Biometric Smart Card Banking and Payment System –named e-zwich, the digitization of the clearing of cheques using the Cheque Codeline Clearing (CCC) with cheque truncation System and the Automated Clearing House (ACH) systems for direct credit and direct debit.
Under his leadership, GhIPSS has implemented significant payment system transformational infrastructure and projects such as the nationwide domestic acquiring network and card scheme – gh-link, the GhIPSS Instant Pay (GIP) - an instant interbank account-to-account funds transfer system – Third in Africa at its introduction, the Mobile Money Interoperability platform – first platform level mobile money interoperability in Africa, the GhQR Code service which is the first National Universal QR code payment service in Africa and recently GhanaPay, first universal bank-led mobile money service in Africa.
Archie is a member of the Payment System Advisory Council.
Until he joined GhIPSS, Archie worked for the BMW Group for over a decade, leading various IT transformation initiatives in Logistics, Manufacturing, Sales and Marketing in Germany, the United States, UK and South Africa.

Kwadwo Ntim - GM, Technology & Operations
Kwadwo is an astute IT Leader and Management Professional with a background in payments built on nearly 30+ years of systems design and development, deployment, project leadership, operations and Governance, Risk and Compliance (GRC).
Beginning in the conventional Information Technology services space, a yearning for the application of technology solutions to real world problems and innovation led him first to Systems Design, Development and Implementation (with Masai Computers Limited -IBM Partners), Technology Strategy Consulting and Governance (with KPMG), Operations, Risk Management, and Program Management (with Société General Bank) all the while delivering best-in-class and leading-edge Technology Solutions for organizations and clients in various industries across West, Central and Southern Africa and North America.
Kwadwo joined GhIPSS in 2007 (since inception), and has been responsible for the setup of the Information Technology organization and Operations functions and has been instrumental in steering the organization through the delivery of the various service solutions including the following;
- e-zwich (Biometric Smartcard Payment System)
- The Automated Clearing House (GACH)
- The National Domestic Card scheme (gh-link)
- GhIPSS Instant Pay (GIP)
- Mobile Money Interoperability (MMI)
- The National Universal QR Platform (Gh-QR) and more recently
- GhanaPay Mobile Platform (Universal Mobile Money platform for banks)
Since 2012, he has led the development and evolution of the organization’s technology strategy ensuring consistent delivery of cutting-edge services whilst remaining aligned to the market’s needs.
He currently serves on the Standards, Automation and Technology Working (SATW) Group of the Payment Systems Advisory Council (PSAC) an advisory group to the Bank of Ghana on the issues relating to electronic payment technologies and evolutions as well as on Steering Committees of all technology partnerships of business.
Kwadwo continues to work to develop and evolve the operations and infrastructure into a world-class standard as well as ensuring continued and consistent compliance with industry and regulatory requirements.
He also devotes a significant part of his time to mentoring and developing talent in the areas of Information Technology from IT Infrastructure Design and Operation, through Information Security, Business Process Re-engineering, to Secure Solution Design and Implementation amongst several others.
He is a product of the University of Science and Technology Computer Science programme and holds several professional and industry certifications from Microsoft, Oracle, the Information Systems Audit and Control Association, ISACA and Strategic Management at the George Washington University (GWU).

Ebow Nyamekye Allen-Koufie is a seasoned HR professional with over 15 years of expertise in key HR functions, including HR Business Partnering, Talent Management, Performance Management, Employee Engagement, HR Governance, and Rewards Management.
As a strategic HR practitioner, Ebow translates organisational objectives into actionable people strategies. He ensures that organisations attract and retain top talent and foster a working environment where employees can thrive and perform at their best.
Ebow has been instrumental in developing, coordinating, and executing various people strategies and HR projects, such as change management, leadership development, rewards management, and workforce transformation.
With a background in grooming talent for the banking sector at ProCredit Savings and Loans, and holding various roles at the erstwhile UT Bank, Republic Bank PLC, CalBank PLC, and Deloitte, Ebow brings extensive experience to his role.
Ebow is an alumnus of Mfantsipim School, Cape Coast. He is certified as a Senior HR Professional (SPHRi) by the HR Certification Institute, USA, and holds an Executive MBA in HR Management from the University of Ghana Business School. He also holds an Executive Certificate in Leadership and Strategy from the Institute of Leadership and Strategy, Ghana and is a member of the Chartered Institute of Human Resources Management, Ghana.

Mary Dei Sarpong - Head, Customer Service and Bulk Payments
Mary Dei Sarpong is a visionary financial technology leader with over 20 years of experience in the financial services industry. She has been at the forefront of advancing financial inclusion and digital literacy in Ghana, successfully leading initiatives such as LEAP, LIPW, and GSFP to provide underserved communities with access to essential financial services.
Her leadership was instrumental in the adoption of e-zwich, Ghana’s first biometric payment platform, which expanded access, enhanced financial literacy, and integrated digital payments into government systems.
Currently serving as Head of Bulk Payments and Customer Support, Mary drives transformative initiatives to improve efficiency in the management of the Clearing House and the Customer Support Center.
A passionate advocate for collaboration and innovation, Mary has expertise in stakeholder engagement, policy development, and building sustainable financial ecosystems. Her academic credentials include certifications in Project Management, Marketing, Leadership, and Organizational Development, among others, reflecting her commitment to professional growth and excellence.

Akosua Blay Head - Cards & Verified Payments
Akosua has over 30 years of work experience in the Financial Services Industry in Ghana, with 17years experience in the Payment Systems sector. Akosua joined the Ghana Interbank Payment and Settlement Systems Limited (GhIPSS) in 2008. She is currently the Head of Cards and Verified Payments.
Akosua is passionate about digital payments and has in the past 17years been instrumental in rolling out various forms of payments to the Financial Services Industry in Ghana. Since joining GhIPSS in 2008, Akosua has actively played major roles in various capacities within the Business Development Department of the company. She was part of the initial team who helped to roll out the e-zwich service to the banks and Savings and Loans Companies. As Head of Clearing, she actively supported banks to migrate their manual clearing processes to the new Cheque Codeline Clearing System, as well as responsible for rolling out the ACH Direct Credit and Debit service to the banks. Akosua was Head of Relationship Management during which period the company forged closer ties with all stakeholders, and ensured all products and services were clearly communicated to all partners, particularly to Executive Management. Akosua, also served as Head of Realtime Payments, during which tenure the Mobile Money Interoperability (MMI) and the GhQR payment platforms were implemented and launched.
Prior to joining GhIPSS, Akosua worked at Guaranty Trust Bank Gh. Ltd. as the first Treasurer of the bank in Ghana.
Akosua began her career at CDH Financial Holdings where she held various positions as a back office support staff, a dealer in the money market and then as a Senior Dealer.
Akosua holds a Bachelor of Science in Business Administration (Banking & Finance) and an Executive Masters in Business Administration (Finance) both from the University of Ghana Business School. She is a professional member of the Chartered Institute of Bankers, Ghana.

Kwaku Tettey - Head Real Time Payments
A pioneering member of GhIPSS, Kwaku Tettey has contributed in diverse capacities since the company's inception. Before leading the Real-Time Payments (RTP) business portfolio, he managed portfolios encompassing marketing communications and corporate affairs, Enterprise Intelligence and Research, and spearheaded the development of key infrastructure projects. These include the gh-link network and card scheme, Instant Payments (GhIPSS Instant Pay – GIP / Mobile Money Interoperability - MMI), and GhanaPay Mobile Money. Kwaku brings a wealth of experience in sales, marketing communications and project management, coupled with a strong passion for payment systems.

Frederick Addy - Head, Operations Technology
A results-driven and versatile professional with over 24 years of experience in Ghana’s financial sector, with a strong track record of leadership across Retail Banking, Marketing, Procurement, Operations, Business Process Reengineering, and IT Systems Implementation. Known for delivering operational excellence and driving strategic transformation initiatives.
He holds a BSc (Hons) in Mechanical Engineering from Kwame Nkrumah University of Science and Technology (KNUST) and an MBA in Marketing from the University of Ghana Business School. His multidisciplinary background uniquely positions him to align operational efficiency with customer-centric innovation, contributing significantly to the growth and modernization of Ghana’s payment ecosystem.

Kofi Opoku-Agyeman - Head, Information Technology
Over 15 years practical and professional experience in securing and managing Information Systems across on-premise Data Centers and Multi Cloud Service Provider environments such AWS, Azure, Oracle, IBM, Data and Private Cloud.
Key expertise span across strategy planning and execution, people and team management across key functional areas such as Security Architecture & Engineering, Incident Response Management, Patch and Vulnerability Management, Data Privacy & Information Protection, Risk Management, Compliance and hands on knowledge in key regulatory frameworks such, PCI-DSS, -ISO 27001 (ISMS) & ISO 27701(PIMS), ISO22301(Business Continuity Management System), to help organizations reduce their exposure whiles improving their overall security posture
Kofi is a certified and proven Payment Systems and Cyber Security Network Architect.
Key Responsibilities
- Coordinate activities of the ICT department and negotiate with external entities with the aim of ensuring that the Organization's business objectives and strategies are achieved.
- Coordinate activities towards implementation of mission critical technology projects for the organization.
- Supervise the design , implementation and support for the communication infrastructure of the Organization(WAN/LAN).
- Ensure National Switch Infrastructure and corresponding management processes and procedures are PCI compliant .
- Supervise integrations with external switching hosts and systems using the ISO 8583 messaging Protocol.
- Develop ICT solutions and long term strategies that would enable the group have a competitive edge in the industry.
- Develop procedures, policies and strategy for the ICT Department.
- Develop strategies and solutions that would lead to automation of various processes in all departments of the Organization.
- Develop and Implement IT and Cybersecurity Strategies and controls for the Organization.
- Oversees the Data Centre and the Disaster Recovery Site.
